The Baroque building in U Zámku Street was built in 1732 by Kristián Lagler, commissioned by František Karel Clary-Aldringen, then the owner of the Teplice estate. The count placed the building at the edge of the chateau garden, close to the chateau itself. Its façade is decorated with statues representing allegories of the four seasons.

The Garden and Ball House, later the Garden Hall, first served for entertainments and balls for guests from the highest social circles. From the 19th century it was also used by the people of Teplice and by spa guests. Among them were Tsar Alexander I of Russia and King Frederick William III of Prussia. In 1924 the role of the ball house changed: it was repaired and converted into a café.

At the beginning of the second half of the 20th century, the Garden Hall was used as a clubhouse of the Pioneer organization, and from the 1960s to the 1990s it was the home of the North Bohemian Philharmonic. Today the Civic Centre holds small cultural events here. The building is not normally open to visitors.
